PRs reach the board through the existing feeds: boardRelevant admits every PULL_REQUEST event (OPENED/STATE/UPDATE/REVIEW/COMMENT/CHECKS, a CHECKS head SHA mapped to its PR by PullNumberResolver; Matt, RIG-4604 option A) so reviews and CI stay fresh, and the board reconciler hydrates the PR rows the /issues walk already returns (same watermark, gated on forge_updated_at, aborting on ErrBudgetExhausted with the watermark kept and the ETag cleared; a cold-start walk hydrates only open PRs or PRs updated in the last 30 days); a one-time bounded backfill per repo hydrates open PRs and PRs updated in the prior 30 days; a PR whose issue is not on the board keeps its link and attaches when the issue arrives
