Links live in their own pull_request_issue_links tenant table (never on the DL-055 forge_authored_artifacts row), and each ingested PR is stored whole as JSONB in pull_requests with forge_updated_at (recency guard) and forge_created_at scalars, so Issue.prs rehydrates from Postgres with no forge calls; prs is ordered by PR forge_created_at, then full coordinate (amending the issue model’s discovery-order clause, which the primary-PR selector now reads against), and every wire build of an Issue carries it
