compass-server takes its NATS URL on the --database pattern (RIG-4006 option 1): --nats-url flag then $COMPASS_NATS_URL, forwarded by stack.serverSpec for the bundled or external NATS; the e2e fixture starts one in-process nats-server per stack and passes it as ExternalNatsURL, so legs share no broker and allocate no ports. The server still boots fail-closed without a reachable fabric
