DL-066

The TranscriptReplay payload shape (agent_message_json + index/total) is a PROPOSAL handed to RIG-1310, which compass owns; this record does not freeze it and does not depend on it. The handoff MUST carry a replay-path admission/size bound, because defining the payload turns the replay path into an admission path the retention cap exempts today (control.go:546-560)
