A resume binds its transcript base on the Runner, not the Server: agentHost.Start calls the internal RunnerService.BindLifetime under the container lock, after the live-session check and before StartAgent, so a refused resume never moves a live session’s base. The bind is authorized by the container’s provisioned account and runs under that account’s tenant; the Server-side bind before StartResume is removed. Frames carry no lifetime id. Reload’s transcript model is out of scope
