Agent-authored delivery ordering uses an agent-owned per-session uint64 turn sequence stamped on MessagePosted and the settling AgentSessionFrame; settle N fires only held messages through N. Missing/zero sequence retains legacy fire-everything behavior with one log per session, while resume preserves the counter and a new session identity starts at 1 (RIG-4033 option 3)
